Jabra (ジャブラ) is a member of CP9, an organization of the World Government created with the authority to kill any who oppose the law. He is the third strongest member of the group. Unlike Lucci, Kaku, and Blueno, Jabra was not an undercover agent at Water 7. He and two other members of the group were instead ordered to assassinate leaders of a revolutionary group. The plot was leaked and the trio had to massacre more people than originally planned.
After he returned from his mission Jabra became one of the defenders for Enies Lobby who holds a numbered key which may or may not unlock Robin's handcuffs. Jabra teams up with Kaku and uses his newly gained Devil Fruit powers against Sanji. During the intensive fight which followed, he lies by saying Robin is his long lost sister in an attempt to lower the chef's guard. Jabra's scheme works against him, however, as the lie infuriates Sanji to mercilessly beat him unconscious.
Personality

Gruff and aggressive, Jabra looks and acts like a vicious serial killer. He fancies himself a master of deception and revels in the idea of dominating his enemies. Competitive in his desire for power, Jabra shares a spiteful rivalry with Lucci and Kaku; he belittles them when they're together. Despite his mean, tough guy behavior he does care for his comrades and willingly helps their recovery.
Fighting StyleEdit
Jabra claims to be a master of the Iron Mass technique within the Six Powers. His muscles harden to the same density as iron and increases his endurance to blows. He developed an advance variation of the technique to empower his punches and kicks. His wolf form enhances his physical strength and adds a boost in agility for him.
